Fractured Visions: Imprints of a City on Arctic Realities

This paper critically examines the interconnections between Toronto, Canada’s largest metropolis, and the Arctic, focusing on two case studies that illustrate: (a) the limits of modern frameworks for environmental impact assessments and the resulting challenges to effectively managing ecological disruptions and (b) how these limitations create an opportunity to engage with Machado de Oliveira's concept of “hospicing modernity.” This practice-based PhD project uses experimental documentary image-making to explore the boundaries of modern knowledge creation. The first part of the paper investigates the bureaucratic operations of Baffinland Iron Mines, a Toronto-based company running a green iron ore project on Baffin Island in Canada’s Arctic. This section examines a strategy meant to prevent the spread of invasive species that ultimately failed despite exhaustive efforts. The visuals generated for this chapter convert 189,000 pages of studies, impact assessments, and consultations into a single abstracted image, visualizing the extensive yet ultimately ineffective bureaucratic effort. The second part examines RADARSAT satellite imagery of Toronto and its surrounding areas. RADARSAT satellite images are primarily used by the Canadian government to monitor Arctic boating traffic and protect sovereign claims. Manufactured in Toronto, the satellites provide a unique opportunity to reverse the gaze; instead of focusing on the Arctic, I examine one month of RADARSAT images taken of Toronto. In doing so, these images reveal the intricate patterns of human activity in the city while concealing layers of historical and cultural context beneath the surface. The paper presents a fractured, multi-perspective view of the Arctic through the lens of Toronto, offering a critical examination of how cities imprint their influence on remote northern regions, and asks what can be gleaned about the Arctic when we look away from it.
